  18. <p>     In 1988 New York Governor Mario Cuomo tantalized and
  19. frustrated Democrats by flirting with the presidential race
  20. before finally declining to run. Last week, while accepting his
  21. party's nomination for a third term, he stirred inevitable
  22. speculation about his designs on the White House in 1992.
  23. </p>
  24. <p>     Cuomo refused to promise that he would serve a full
  25. four-year term as Governor. He has already been doing some
  26. Washington bashing and finger waving about Republican greed's
  27. being the cause of the savings and loan mess; he considered
  28. deleting one such section from his address last week, then
  29. decided to leave it in. New York Democrats have a chance to win
  30. a majority in the state senate for the first time since 1966,
  31. and Cuomo will be involved in the effort to wrest control from
  32. the Republicans.

  34. <p>     Thus this scenario: re-elected by a landslide and with both
  35. houses of the legislature under his control, Cuomo will be
  36. protected at home and primed to hit the hustings. The Bush
  37. Administration is so concerned about a potential Cuomo
  38. challenge that last week drug czar William J. Bennett fired an
  39. anti-Mario broadside. Said Bennett: "Nobody's afraid of this
  40. guy."
